Alexa is a tool used to rank websites.
Founded in 1996 by Amazon.com, Alexa collects information from users who have installed the “Alexa Toolbar,” allowing them to provide statistics on web site traffic, as well as lists of related links.

Yes, inbound links means more people to your website, theoretically it means more users browsing to you and more traffic measured by alexa (if they’ve got the navigation bar)
